Historic stage road from Tortilla Flat to Roosevelt Dam along Canyon and Apache lakes. Fish Creek Hill is the one serious section: steep, narrow, cliff-edge switchbacks that ADOT signs 'primitive road, 4WD and UTV only'; it reopened in 2024 after the 2019 flood closure and closes briefly after big monsoon storms, so check az511.gov before you go. Camp at Burnt Corral or Apache Lake. Fuel at Tortilla Flat (none after) and Roosevelt.
